what about instead of most popular the highest rated? that way it would be stuff that recieves good ratings, and is most likely a good story. idk if the most promoted are also the highest rated though, because they have more hits.and then theres the problem that some people give others bad ratings just because they dont like them and stuff.
Ive seen some people stories with 75 ratings of five stars. Im not sure how they do it but its not a good indicator of a stories rating. Also, I think we should consider the fact that the idea of rewarding the 'best' stories makes storiesville into a popularity contest. There is already a 'most discussed' section at the top as well, which shows th stories that are being discussed (although I have been noticing a lot of pointless flaming wars between some users). This is a site for everyone, and I for one think that having the opportunity to have your story seen by promotion is a fair system, but one thats already overcrowded the main page.
I think a limit should be introduced: make promoting stories really expensive, like 200 credits or something like that, and limit each user to one promoted story per month. its too easy to get 15 credits and already people have 5 or ten promoted stories it seems. A month is a long time, so maybe it could be possible to remove your promoted story before the month finishes and put a different one up, if you think that everyone has read it.
