As for the line about being so far out meaning he got there in time to alert people... He was far enough out that the pre-shocks (if you can call it that) were nowhere near the city when he went to sound the alarm. He had the chance to actually make it so nobody died.

I have to admit... Some of that stuff is a little vague, but I wanted to record it before I lost it.
